• Expression of Interest are invited for Reinforcement of Distribution Networks and Improvement of Access to Electricity The project is part of the implementation of the Master Plan for Access to Electricity. It aims to: • Make extensions and reinforcements of distribution networks in 27 cities including the capital of Niger (Niamey) and 54 rural localities which are partially electrified; • Electrify 170 new villages with shutdown of eight (08) isolated diesel power stations; • Connect 181,423 households to the electricity grid. PREDAC will concern all regions of the country, with a concentration in areas interconnected with Nigeria, namely: (i) Niger Center East (NCE) which covers the regions of Maradi, Tahoua and Zinder; and (ii) the River zone which includes the regions of Dosso, Tillabéry and Niamey and the North zone which includes the region of Agadez. The total amount of investments should amount to 76.5 million Euros. PREDAC comprises five (5) components which are: • Component 1: Extension and strengthening of distribution networks in urban areas; • Component 2: Extension and strengthening of distribution networks in rural areas; • Component 3: Rural electrification and shutdown of thermal power stations; • Component 4: Connections to the electricity network (connections); • Component 5: Assistance to project management and project management. The Nigerien Electricity Company - NIGELEC, designated Project Executing Agency, is launching this call for expressions of interest with a view to recruiting a Consulting Engineer who will be responsible for the following mission: • Assistance in finalizing the tender dossier for the recruitment of companies that will be responsible for carrying out the EPC project (according to the recruitment schedule); • Assistance in the evaluation of company offers and contract negotiations; • Assistance in the monitoring and validation of technical studies for the execution of the project; • Supervision of works; • The establishment of a monitoring and evaluation framework allowing the management of the project and its implementation • Assistance in the proper management of the project: training (legal, procurement, techniques), participation in visibility of the project, donor reporting, etc. • Assistance with acceptance of works to ensure compliance with contractual provisions.
