Tenders are invited for Recruitment of a Consultant for Technical Assistance in Strengthening Actors and Management of Water, Hygiene and Sanitation Services and Project Management in Niger With a team of 11 employees, SEVES carries out projects in Burundi, Mali, Niger, Chad and Togo. It intervenes, in partnership with national and decentralized institutions, technical and financial partners and local operators, as (1) carrier of field projects, and (2) technical assistant, through the provision of technical engineering , economic, social, and financial, assistance to project management, in particular: ▪ By supporting public institutions and local organizations in identifying and formulating responses to the problems of access to drinking water and sanitation that they encounter; ▪ By identifying technical and economic solutions, systems of governance, management of services, and behavior change guaranteeing a balance between quality and viability of services at the local level; ▪ By developing field projects and mobilizing funding for their implementation; ▪ By building infrastructure (drinking water supply systems, faecal sludge treatment stations, landfills, for example); Improve the sustainability, governance and management of public water and sanitation services and build the capacities of stakeholders. 2.2. Specific objectives : OS1. Strengthen local authorities in their role as organizing authority for water and sanitation services. Key topics: institutional strengthening, economic model, intermunicipal cooperation, creation, financing and strengthening of technical services, multi-stakeholder consultation, technical and financial monitoring and management of public service delegation, planning, asset management, allotment, etc. The service is scheduled to last until December 31, 2023 from the signing of the contract.
