  • Expression of Interest are invited for Piloting and Testing of Personal Initiative (PI) and Entrepreneurship trainings to adolescent girls and young women in the Regions of Dosso, Maradi and TillabΓ©ry in Niger. As part of the Sahel Women Empowerment and Demographic Dividend (SWEDD) Project, the World Bank team is supporting the SWEDD team, government counterparts, and technical partners in designing and testing a pilot intervention using a Personal Initiative training and an Entrepreneurship training in Niger. The intervention will be targeted at out-of-school girls and young women, married and unmarried, 15-24 years of age, and has the goal of empowering young girls and promoting their participation in income-generating activities (IGA). The World Banks Africa Region Gender Innovation Lab plans to conduct an impact evaluation of this intervention using a randomized controlled trial design to provide solid evidence on the type of entrepreneurship training that is most effective in helping young girls engage in IGAs and achieve economic empowerment. The results of the RCT will inform the second phase of SWEDD Niger and other countries. The WB team is seeking to contract a firm that will pilot a Personal Initiative (PI) training and an Entrepreneurship training. The firm will also be responsible for adapting both trainings to the local context and languages; finding the suitable trainers candidates; coordinating all the logistics for implementation, recruitment, and training of the trainers (using a Training of Trainers approach); coordinating all the logistics for the delivery of both trainings; and delivery the two trainings. It is expected that the adaptation phase of the trainings will take place from July to October 2022, that the recruitment and training of the trainers will take place from October to November 2022, and that the implementation of the trainings will take place from December 2022 to May 2023. The firm will be responsible for: Activity 1: Adaptation of the PI training and the Entrepreneurship training: work closely with the World Bank team and other partners in adapting the trainings modules by providing cultural and country-specific knowledge; adapting the curriculum to the local context and target population and translating it into the appropriate languages; proposing a calendar for the trainings taking into account the availability and characteristics of the target population. Activity 2: Recruitment and Training of the Trainers (ToT): find and recruit suitable candidate, in collaboration with the World Bank team and other partners; put in place all the necessary logistics and technical infrastructure to implement the training of the trainers; and provide the necessary infrastructure for the training of trainers workshop (ToT workshop). Activity 3: Implementation of the trainings: pilot the two trainings to test the attendance, engagement, and comprehension of the training curriculum and coach the trainers before the scale-up; sensitize, promote the training and facilitate the enrollment of the trainees; coordinate all the logistics for the delivery of the trainings; ensure that each training is delivered only to the girls assigned to receive that training; set up a monitoring system to track girls participation in each training session. This Request for Expressions of Interest is to solicit interest from a firm to conduct these three activities. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are: (i) having a legal status recognized by the Government of Niger; (ii) at least five years of experience in the development and delivery of vocational and entrepreneurial training targeted to young women; (iii) experience in projects related to womens empowerment in developing countries; (iv) considerable experience in project management and supervision of large-scale training interventions with strict implementation criteria and timeline; (v) experience in the delivery of non-cognitive soft-skills training (preferred); (vi) demonstrate capacity to recruit, hire, train and manage the number of staff to be involved in the project; (vii) strong capacity in planning and organizing project logistics, including the design and implementation of protocols; (viii) capacity to store and maintain data in a manner that protects participants identities; (ix) enough qualified staff to perform the described tasks This assignment is expected to take place between July 2022 and July 2023. This timeline is subject to changes, and the firm is expected to be flexible regarding the timeline.
