The Republic of Niger has received funding from the French Development Agency (AFD), and intends to use part of the amount thereof to make payments for the “Complementary Study on environmental and social issues downstream of the Kandadji Dam ”as part of the implementation of the Local Development Support Project of the Kandadji Program (PADL-K). 2. The general objective of the consultant`s services will be to analyze the environmental and social issues downstream of the Kandadji Dam in order to identify better defined mitigation, optimization and management measures for the entire duration of the project. operation of the dam, and according to the two operating coasts envisaged for the reservoir. The Consultant`s mission will be spread over a period of twelve (12) months. 3. The Kandadji Dam Agency invites Design Offices to express their interest in the Services described above. If an Applicant (including a member of a Grouping) submits or participates in several applications, these will be eliminated. On the other hand, the same Subcontractor can participate in several applications. If the Candidate is constituted as a Group, the Expression of Interest must include: - a copy of the Grouping agreement concluded by all of its members, or - a letter of intention to constitute a Group, signed by all of its members. members and accompanied by a copy of the proposed Grouping agreement. The references and qualifications of the Subcontractors are not taken into account in the evaluation of the applications. Interested Candidates must provide information demonstrating that they are qualified and experienced to perform these Services. The similar nature of the experiences will be analyzed according to: - The size of the contracts: scope of the mission and amount of the contracts; - The nature of the Services: impact studies on dams with capacities greater than or equal to 1.5 billion m3; - Domain and technical expertise: according to the study see above; - Geographical context: in Niger or in a UEMOA country. The Client will also examine the relevance of the Expressions of Interest with regard to the following criteria: • Technical and managerial organization, availability of support staff for experts; • Internal skills and availability in terms of technical support provided to experts located in the country; • Local correspondents / partners; Due to the security risk in the areas where the Services are to be performed, the evaluation of the Expressions of Interest will verify that the applications meet the following criteria: ü The Candidate has at least one experience of services in areas with similar security risk, for which he will provide proof of implementation of security measures (invoice or contract with security provider, supporting documents of security awareness before departure on site , etc.). ü The Candidate has internal safety management procedures: he will provide a description of his monitoring system and of his risk analysis and crisis management system. ü The Candidate has, for services performed abroad, an assistance and repatriation contract for his employees: he will provide the certificate justifying this. ü The Candidate will describe his standard process for preparing for departure on a mission in sensitive areas, and will attach supporting documents for its implementation (mission orders with associated instructions, certificates of awareness-raising or training actions, safety charter, etc. .).
